Municipalities Could Push Salons to the Second Floor. Here’s How to Stop It

Some BC local governments are considering rules that would push salons, spas, nail studios, and barbershops off the ground floor and into upstairs units. If you’re planning to move, expand, or open your first salon, this could limit where you can set up shop. Before the October 17 election, take two minutes to ask your councillors where they stand.
If you’re thinking about moving, opening a second location, or starting your first salon, pay attention to this issue.
Some BC local governments have talked about rules that would push salons, spas, nail studios, and barbershops off the ground floor and into upstairs spaces. If that happens, the street-level spot you’re looking at could be off the table. West Vancouver has already made a bylaw to this effect.
Why it’s a problem
- Fewer choices, higher costs. Upstairs units often need expensive plumbing, sink, and ventilation work before you can open.
- Harder for clients to find you. No storefront means no walk-ins and less visibility.
- Some clients can’t climb stairs. Seniors, people with mobility challenges, and parents with strollers may stop coming.
- It’s unfair. Lumping salons in with businesses that “belong upstairs” treats us as less important than other shops. It does nothing positive for our businesses. It only makes it harder to grow and succeed.
